In concert with all Harford County Health Department employees, staff is available 24 hours a day to respond to public health emergencies.

Volunteer roles range from assisting in mass dispensing operations, to offering psychological first aid, to staffing a shelter. Harford County Medical Reserve Corps
The Medical Reserve Corps (MRC) was founded after President George W. Bush’s 2002 State of the Union Address in which he asked all Americans to volunteer in support of their Country. The Harford County Medical Reserve Corps (HCMRC) was established in 2005 to organize and utilize volunteers, medical professionals and others, who want to donate their time and expertise to promote healthy living throughout the year and to prepare for and respond to emergencies. HCMRC volunteers supplement existing local emergency and public health resources. Volunteers can:
- Assist local hospitals and the health department with surge personnel needs.
- Participate in mass prophylaxis and vaccination exercises and community disaster drills.
- Respond to natural or man-made disasters.
- Train with local emergency response partners.
