The Harford County Health Department (HCHD) is committed to using performance data to drive improvements in the health and well-being of our residents. Our performance management system is an ongoing process that involves the continuous measurement, monitoring, and reporting of progress toward the strategic goals and objectives of the organization, its divisions, and programs. This system is intricately linked with quality improvement (QI) initiatives, providing a structured, data-driven approach to identifying and prioritizing opportunities for improvement. While performance management and quality improvement are closely connected, they serve distinct roles within the department.
Performance management at HCHD involves the continuous application of four key components: performance standards, performance measures, reporting of progress, and quality improvement. These components are systematically utilized to ensure that our programs and services are aligned with the department’s strategic objectives and are effectively addressing the needs of our community. The measures presented below are directly linked to our 2019 Community Health Improvement Plan, the 2019-2024 HCHD Strategic Plan, the 2018 Workforce Development Plan, and the 2019-2024 Quality Improvement Plan.
Our performance scorecards are designed to measure and display our efforts in a transparent and accountable manner. These scorecards present county-wide population data alongside specific program performance measures, providing decision-makers with consistent and actionable insights. Built according to the Results-Based Accountability (RBA) framework, these tools enable us to use data to manage performance and guide decision-making at all levels of the organization. Performance data is regularly monitored through a collaborative process involving program staff, bureau directors, and HCHD leadership, in coordination with the Health Policy Unit. This systematic review ensures that the performance management system remains aligned with departmental goals and objectives.
Results-Based Accountability (RBA) is a straightforward, data-driven decision-making process that helps communities and organizations move from problem identification to action. By starting with the end goals—whether at a broad community level or within a specific program—RBA helps us work backward to determine the means to achieve those outcomes. This results-oriented approach is overseen by the Population Health and Quality Improvement Division, in collaboration with Bureau Directors and Program Managers, ensuring that population health status, accountability, and strategic planning are consistently guiding our efforts.
