Assisted living facilities, previously known in Harford County as personal care boarding homes, are licensed through the Office of Health Care Quality of the Department of Health and Mental Hygiene. The office is located in the Bland Bryant Building at the Spring Grove Hospital Center, 55 Wade Avenue, Catonsville, MD 21228.

Harford County Health Department maintains oversight responsibility for on-site sewage disposal systems, on-site water supply systems (drinking water wells) and food service operations providing meals to 17 or more persons. For questions concerning the adequacy of water supply and sewage disposal systems, please call 410-877-2330. Questions pertaining to food service operations and food service facility licensure should be directed to 410-877-2305.
Zoning approval from the local zoning authority is the first step in the licensure process. If your facility is located within the city limits of the following municipalities, please contact the appropriate office:
